NAFDAC Denies FG Ordered Suspension of Sachet Alcohol Ban

The Bureau News reports that the National Agency for Food and Drug Administration and Control (NAFDAC) has dismissed media reports alleging that the Federal Government directed it to suspend enforcement of the ban on sachet alcohol and alcoholic beverages packaged in PET bottles below 200ml.
In a statement issued by its Director-General, Prof. Mojisola Adeyeye, the agency described the reports as false and misleading, insisting that no such directive has been communicated to it.

Prof. Adeyeye said the agency operates strictly within its statutory mandate and in accordance with officially communicated Federal Government policies.
“The National Agency for Food and Drug Administration and Control (NAFDAC) categorically refutes a publication circulating in some media outlets alleging that the Federal Government has directed the Agency to suspend enforcement actions on sachet alcohol and alcoholic beverages packaged in PET bottles below 200ml. The report is false, misleading, and does not reflect any official communication from the Federal Government.
At no time has the Agency received any directive to suspend its regulatory or enforcement activities regarding sachet alcohol and small-volume alcoholic beverages. The ban remains in force.”
According to the agency, enforcement actions have continued, including the evacuation of violative sachet alcohol and sub-200ml PET products from companies.
NAFDAC also disclosed that some manufacturers have begun discontinuing production of smaller pack sizes after acknowledging that the policy is aimed at protecting minors.

Prof. Adeyeye cited data indicating that about 50 percent of minors and underage individuals patronise retailers selling alcohol in sachets and small PET bottles.
She reaffirmed the agency’s commitment to safeguarding public health, ensuring compliance with regulations, and implementing government policies transparently.
NAFDAC cautioned against spreading unverified information capable of fueling misinformation, urging stakeholders to rely only on official communication channels.
Background to the Sachet Alcohol Ban
The agency began enforcing the ban on alcohol sold in sachets and PET bottles smaller than 200ml on February 1, 2024, citing health risks and concerns over widespread abuse, particularly among minors and vulnerable groups.
Enforcement was later suspended temporarily and extended until December 31, 2025.
Earlier reports had suggested that the Federal Government, through the Office of the Secretary to the Government of the Federation, instructed NAFDAC to halt enforcement and stop sealing factories and warehouses. The agency has now publicly denied receiving any such directive.
Economic and Regulatory Implications
The Manufacturers Association of Nigeria (MAN) previously warned that the ban could threaten over 500,000 direct jobs and about 5 million indirect jobs, with investments estimated at ₦1.9 trillion potentially affected.
Industry stakeholders have also raised concerns about possible revenue losses from excise duties and the risk of increased counterfeit alcohol products.
However, supporters of the policy argue that restricting small-volume alcohol reduces access for underage consumers and helps curb alcohol abuse and related health challenges.
